Sometime around the year 1999, the CHP file format was created for displaying animated characters during PMS gameplay. Each character here is referred to as a "Pomyu Chara" (ぽみゅキャラ).
Pomyu Charas are best known for their association with Colorful Canvas & Colorful Channel, two projects built upon an application titled FeelingPomu2nd.
Today, Pomyu Charas have become borderline obscure, with traces of existing characters & documentation continuously disappearing from the world wide web. Some websites & download links still survive, while others are likely gone forever. In an effort to preserve what still remains, below is an archive of every single Pomyu Chara I was able to recover from numerous active & archived links.
While FeelingPomu2nd can still run on modern Windows OS versions, it might not be able to forever. You can still use Pomyu Charas on beatoraja, using skins that support displaying these characters (I personally recommend EndlessCirculation P-Play). However, support is limited, and some characters are bound to display incorrectly.

Characters marked with red text are "risky" characters. While they shouldn't violate the Neocities TOS, they might not be safe in a public setting. (Slightly NSFW, epilepsy triggering, etc.) They are left zipped on the Google Drive folder; By extracting these files, you understand the risks involved.
